When you sterilise soil how deep would you go to get rid of the annual weeds 2" 3" 4"

The first question has to be: What do you mean by "sterilising"?

A quick search tells me that no chemical soil sterilants are available to gardeners. It's not something I've ever done, so I may be wrong.
