No one should be 'messing about' on your plot without the ploholders permission. Rent has been paid it is 'your piece of land' for the duration of the agreement. other plotholders should keep to the paths. You wouldn't expent anyone to wander all over your garden rented or owned would you.
I would be incensed if this happended knowingly on my plot and would complain to the correct authorities and expect the persons to be repremanded.

As a site agent I would be warning such tresspassers that they would loose their plots if they carried on.
Preventing damage or preventing suffering are the only two reasons for another plotholder to set foot on anothers plot. i.e. fasten down a flapping net or reseat a leaning support, or release a bird trapped in a net.
Even then only if you are on talking terms.
As site agent you get full roaming rights, but not with fiddling...

Two years ago we had all our peas stolen and the person who stole them left all the empty shells under the peas.
We had won the best allotment on our site two days earlier.!!

Not only would it drive me mad but I'd let them know that it wasn't acceptable - that sort of thing isn't the norm on our site.

We could not prove anything all we were left with was the empty pea pods hiding under our plants which we found that night when we went to pick them for our supper. It was obvious that someone had sat for ages podding the peas.
It really upset me for a very long time.
I would have said it was youngster up to no good Catherine, enjoying your fresh peas was probably a rare treat. I do understand how you feel though, having had a whole tree of plums disappesr in one night one year which obviously was pre-planned. No one could take that lot without help and transport. I think that is why it is import to keep as vigilant as you can as to who is near and around you on your plot without being intrusive. Sad but a sign of our times I'm afraid.

We had exactly the same thing happen to us a few years ago which prompted us to plant some greengages that would look unripe! The tree was absolutely loaded too.
