This sounds like a very positive move to improve food supplies and eliminate waste caused by pests and disease.

More positive would be scientific research on reducing plant stressors and maintainiing plant health; which depends on soil health and maintaining optimum conditions and ecological diversity.

I wouldn't have thought the two were incompatible.

The plant clinics are intended to eliminate problems which actually exist. I don't know about you, but I for one would be concerned if my GP told me that she couldn't give me a treatment for a complaint as all the money was going towards discovering environmental and lifestyle factors which had led to the condition

Yes maybe, but good medical care should be considering maintaining health and keeping us healthy plus competence to know what to do if we fall through the net. I am grateful that early in life I was tested for multiple allergies, and received a course of injections that desensitised my body. Far better than letting the symptoms continue and treating me with expensive drugs that very often have unwanted side effects.
