I sometimes leave these in place if I do not need the space, But if they have to come out, is hoeing acceptable? or do they come back? Just wondered how other people deal with em?

Of course hoeing is "acceptable", but they will probably come back for more. You will eventually win as the tuber runs out of energy if you keep at it. If you can, pulling or digging out is best.

Incidentally, if you put glyphosate on them, despite claims it kills back to the root, it will only kill growth on the same stem, not shoots from other eyes on the tuber. So it may still come back.
