Just wondering if the old water cartridge containing carbon can be broken open and put in my composter.

What kind is it? I think you can send the Brita ones off for recycling freepost.

If you can be sure that your cartridge only contains carbon (activated charcoal?) I see no reason why you can't add it to your compost heap or even directly to the soil. This stuff is used in bulb compost to keep the compost sweet when using pots without drainage holes.
However if it contains an ion exchange resin of some sort its probably best to dispose of it properly.
