People do tend to cram as much as they can into vans thinking they are okay to do so. The Police and VOSA are always pulling HGV's and vans over to check loads. My husband is a HGV driver and he says it's a necessary evil these days.
There was a TV programme about this very subject earlier this year and it was quite scary, seeing the vastly over-loaded vehicles. One Transit van had double it's recommended load! Another foreign HGV was well over the limit too.
