Am I too late to sow onion seed?

Need to know the best time to plant?

I sowed seed in modules in January and planted out about a month ago. Most have disappeared. can I start again ?

Not enough time for them to germinate, grow and mature. I would see if you can find some sets for this year.

I hesitate to disagree with Beryl but my guess is that you could still sow onion seed and get a reasonable crop. I suggest that you sow in modules, two or three seeds in each section and then when the seedlings have appeared thin to one per section and plant out directly into the soil when the seedlings are large enough. This will get the plants off to a good start and make up for some of the time that has been lost. It is a bit late and you will only get smallish onions but my Kitchen Lady (aka DW) much prefers these for cooking.
As Beryl suggests for larger onions look out for some sets.

You could try what I am trying this year, a Japanese onion Shimonita, supplier Unwins, pull thinnings as spring onions, and let some continue to growto make huge leek like onions, they reccomend sowing April till August, so i am giving them a try, may be nice in autumn soups I thought
