Not much help, but if the 21 plot holders all reported the break-ins as individuals to the Police, and insisted on a crime sheet no: it would ruin the Police crime stats, and maybe the passing patrols would keep an eye on your site.

It was reported to the police by the warden and since then it has been noticed the bobbies on their bikes cycle past more often but during the day. Useless - It's at dusk/ dark we need them. The site borders on the playing fields and private housing so no roadway for the patrol cars to use other than a short access road.

The police on bikes obviously have legs. Not sure about the ones in cars.
