I have also noticed this - (my potatoes are Gourmande). My neighbour thinks it is to do with the gross humidity. It does look like salt & rubs off ok - I am wondering if it is salt!

I think the white spots that you refer to might be the breathing pores on the tubers, known as lenticels. Potato tubers are modified stems and rely on these tiny soft areas in their skin for gas exchange. They tend to become enlarged in very wet conditions which is why they have become much more prominent this year, in our current prolonged spell of wet weather.
