It's pea moth lavae, that much I'm sure of. I was told to spray (but I don't know what with) when the peas are flowering. Alternatively I guess you could net them from outset.

I've found this to be a problem only with peas sown later in the season - about May I think. I rarely have problems with my early peas. So my way around it is only to have early peas! Alternatively you could try keeping them covered with fleece. I'm afraid I don't know the chemical control if there is one.
