When I had a rat problem under my chicken shed, the Council rat man said they were neophobic (hated change) and it could therefore be up to a week before they took any bait. The did in fact scoff it down very quickly, but he was surprised at this. Perhaps you should leave the poison where it is for a few more days and let them get used to it.

Sorry to hear of all your problems. Our rural foxes and badgers stay well away from the village. Our rats stick to the river bank. Only moles and voles which are plentiful but seem to do little damage. We have no frogs, but talking of biblical plagues, perhaps just as well
