Guess the amount in it
The winner gets the jar 20p a guess or 50p for three guess guess, the nearest to the exact gets it.
If you get asked how they were counted you can confidently say they are hygience because they are individually wrapped
The padlock one above works very well too.
Set of stocks with the head inside em, 20p to throw a soft beanbag at him or her, in summer it could be a wet sponge.

we have a christmas tree decorated in little purses (bought very cheaply in bulk), most of them contain chocolate money, but make it known a few contain the real thing.
Also if you have 'home bargains' shop near you they are selling trays of wooden alphabet beads with coloured laces for £3.99 and these will make 10 neclaces (with a name and coloured hearts, stars, flower shapes, etc) selling for £1.00 to £1.50 each

"Cup Surprise" - very similar to a couple of the ideas above. Every child is given a small plastic disposable cup to take home and fill and wrap with Xmas paper. These are then sold (for 50p or £1, can't remember) very popular and always sell out.
A school calendar? IOne year our school produced a calendar, it worked out one class per month: each child did a drawing of him/herself, these were all reduced in size and scanned onto a sheet of A4, facing a calendar for one month, and bound together, black and white but very effective.

we are doing the calendar too, every child with a birthday in January on a photo for that page etc, we have themed ideas, like Bunny ears in April, footie srtips for the world cup (last year), tennis raquets for wimbledon, Halloween outfits this month. I have been winding my son up that with a birthday in february the boys are going to be holding big red hearts and kissing the girls

My daughters school, did a tea towel, every child did a sketch of the child next to them, and the whole school appeared on this towel.
A more profitable venture might be to invite Oldherbaceous to open the fete, he is from such a posh place that it will add no end of tone to the procedings.
Then you can take him out to the boxing ring you set up earlier on a muddy part of the field and the parents can lay bets with the head, as to whether Jopsy or OH will come out victorious.
Oh and Jopsy, you can not put any of your cooking in your gloves.
