When should carrots be thinned out please?

My sack of carrots is doing really well (so far!). They have their first feathery carrot leaves and are about 1" tall.

They're fairly tightly packed in & I was wondering when is the best time to thin them out? Should I wait until they are a bit bigger?

I have read about the carrot fly being less active after sunny hours, so I will thin in the evening, but just don't know WHEN to thin them, if that makes sense.
