Another mystery rotovator

Hi all, just bought this. Engine is 1984 3hp B&S.
Have replaced pull cord but wont start - has compression - going into local mower shop for carb overhaul as I dont have the time to "mess".
Be very interested in what it is. No manufacturers stickers except for part of one on the centre of the handles which states type 5000-003.
It is complete less drive guard I have removed belt and clutch mechanism to allow the engine to be started easily - and the mechanism and cable to be freed off.
Oh the rear mounted wheels have three positions on "notches" with a bendable lever
