White Rot

I have just taken on an allotment and the previous owner has advised me not to grow onions as the plot has white rot. I have heard of a method which involves crushing lots of garlic, adding it to olive oil or something similar, leaving it to soak for a while,draining off the garlic flavoured oil and spreading it over the plot. I am told this will 'wake up' the white rot which will then perish as there are no onions/garlic/shallots to feed on. I would welcome any thoughts on this or any advice on other measures.
