propogating, help needed

My wife and I have invested in an electric propogater and are having a problem with seedlings becoming too leggy, any ideas?
The warmer it is the more light is needed. You may also be giving the seeds insufficient space e.g tomato seeds would need at least a cm space each way. There is no point in using more seeds than are necessary to give you the number of plants you want. with most modern fresh seeds germination is going to be in excess of 50% if conditions are right.
