Ancient wisdom (revisited)

Anyone recognise the owner of this proverb? I'm sure I've seen it in the signature line of one of our members, however a quick search failed to find the owner.
I was quite tickled to see it, but expect it's been used a few times elsewhere. There's a bonus point for anyone who can identify the location of this particular one, or tell us of other places you've also seen this displayed.

Any bets on which location or coastline this was found at?

I think it was written by the fishing chap Issak Walton. I cannot confirm this but the quote must be out there somewhere.

It is I, John.
I first saw this on the Cobb at Lyme Regis. In this long shot you can see the black doors with the Neptune notice on the low harbour building and this saying is on a board over the door. Google tells me that this is an Assyrian wisdom.

When I'm not digging and delving on my vegetable patch I go and practice casting at some of the trout farms near here hence my interest in this saying. Not had much luck recently!

Yes, the picture was taken on the Cobb at Lyme Regis last week.
Strangely, I expected to get comments about this being seen all around the country. I can only assume that John either likes his Isaac Walton or is a regular visitor to Lyme Regis.
