Florence (Bulb?) Fennel

Sitting doing some planting planning and wondering where florence fennel goes in the scheme of rotation. I assume as a 'bulb' it goes in with the roots but thought I would check with all you experts. Have done a quick search but can't find the info.

Anne on the crop rotation info on the RHS site it mentions Fennel as a 'can be fitted in anywhere in the rotation'. I was reading it yesterday.
Can't vouch for their info, but I hope they would get it right.
It was the same site that said drill the holes in the pea gutters! Which I understand why now, it is not such a good idea (the roots can grow through the holes and stop the whole thing sliding out when you want it to).

Thanks garden serf. I didn't think of looking there. That would be good - joins swiss chard and spinach then as 'floaters'.
