What are all these white creepy things that are at my seedlings and how do I execute the little blighters

Uh-oh Hombre - sounds like glasshouse white fly. They can hibernate and hit early in the year.

Encarsia is the biological control but you would need to maintain daytime temperatures of 21 degrees centigrade for it to work. You can use yellow sticky paper traps, hoover them off with a hand held vacuum or use a soap spray - they are resistant to most insecticides. French marigolds also deter them.
