Flowerheads on shallots

We planted out some shallots last autumn and they have overwintered well, and are growing into big fat shallots. However, while they still aren't ready for lifting yet, they have started forming a flowerhead. Should we nip this off? Or not? Or can it be eaten (I remember seeing something somewhere that garlic heads can be eaten)? Any help gratefully received. Thanks.

Ihave red onions that I planted this year that are sending up flower stalks too. I guess that means they are bolting? Shall I cut them off or just relax and enjoy the flowers if no onions?
