to much 'browns' in compost heap

Hello folks, spend yesterday afternoon turning the compost heaps; one of them perfectly rotting material, not quite there yet but will surely rot down to a nice friable compost (as usual). The other heap however was dry and 'twiggy', some small pockets of nice rot, but generally not an awful lot happening. Plan now to get a couple of bags of hot rotting horse manure to heat things up a bit and adding buckets of pee, (?diluted 1:5 to 1:10, is that correct?) any other suggestions, since grass clippings and other soft green stuff is still somewhat scarce?
