Fennel advice please?

Hello :)
Uncovered my overgrown fennel today and found this, a bulb partway up a stem. Is it normal? Would I harvest it?

But, Yes, I'd harvest that.
It just looks like the seedling got a bit leggy before it decided to make the bulb !
I'm sure it will taste just fine...

Yes, I think you are right. It was completely overgrown, naughty me, so it just tried to survive.
I shall take more care of it.
