What the heck does this mean?

Someone is asked a question and before they reply they say "Yeah, no". It very prevalent these days. What does it mean, why do they say it, do you understand it?

I always think it sounds a bit sarcastic… and have been known to use it myself. I blame too much Vicar of Dibley… no no no no yes
