Ground elder

I haven’t posted on here for several years bu I’ve got a new garden which is completely covered in ground elder.
I’ve been a dedicated organic gardener for 50 years and it goes against the grain to have it sprayed. Digging it out is not an option as it’s too big an area, I’m definitely a no dig gardener now, so I’m wondering how to deal with it. I have to say I’ve never come across it before in any of my gardens. One thought is to cover it with permeable membrane but how long for and will it work? Another thought is to rake it and then sow grass seed and keep mowing it. It’s very rough at the moment and would need a power rake to flatten it which would then spread the rhizomes around even more probably. Has anyone got any experience of this please and any advice on how to deal with it?
