Dealing with windfalls - apples

I've recently read an article in the newspaper that all windfalls should be cleared up and disposed of to avoid spreading disease etc.
What a waste. I put the mummified shrivelled ones in the bin. The badly bruised ones go in the compost. Undamaged ones go into cider and I put the rest in piles under the small shrubs in the border for the blackbirds and wildlife.
