Morning one and all, a little question you might be able to help me with.
What would define being a Parish Councillor against being a Chairman of a Parish meeting?
Now would i be right in thinking, that the first would be expected to get involved with sorting village problems out, but the second should only be expected to Chair the meeting.
All thoughts very much appreciated.

isnt a parish meeting , normally held once a year, so the parish council can present their masterplan and brag about what theyve been doing and show what jolly good chaps they are, normally chaired by the chair of the parish council but the public is allowed to comment and ask questions at any point.
the parish council mets once a month, spends all evening waffling amongst themselves, the audience of about 2 villagers and the local paper reporter anrt allowed to say anything. the chair gets ellected once a year, usually the longest serving councillor(regardless of how good they are or the boss of the biggest clique). parish coucillors are supposed to spend the councils income wisely for the benefit of the parishoners , and should be available at all hours to listen to parishoners moans about anything under the sun.

The setup here is that we have three or four meetings a year, the chairman is just an elected villager and not a counsellor and we also have a clerk to do the paper work.
The chairman is unpaid, but the clerk is now paid as no one wanted the job.

OH, we have a similar setup to yours BUT the chairman of the PC is elected by the PC itself and certainly IS a councillor. Our PC has very little responsibility because many of its normal tasks are carried out by the Yorkshire Dales National Park Authority, like footpaths etc.
