The only ones you really can turn on and off like a tap are, suprise surprise ones like a tap, hydro-electric. :D

Seem to recall on one of the business programmes, that even IF this government were to order nuclear power stations, there is currently a ten year waiting list from the suppliers.

Sounds about right. Apparently world capacity for producing the forged steel components for reactors currently limits construction to 5 per year, worldwide.
