I can't think why they aren't offering you help! Is your site a council run one or private? If it's council, have you been in touch with them?

Unlikely to be the homeless Robo. When ours were targeted it was an organised gang from out of area who were stealing and trading on or car booting, the police reckoned in yet another area. They come equipped with vans etc to move stuff and were probably making a good living from it. I'm surprised that the police are not showing more interest as it's becoming organised crime.

Its a council run site, they have been more help than the police, they have reinforced the gates and supplied 2 more locks one for each gate, but we keep telling them the lowlifes are climbing over the fences, which to be fair to the council are in good condition and 8 feet high but we are not allowed to razor barb the tops

We have both but the fences are relatively new and will take a few more years to form a decent barrier, we also have council inspections every couple of months if your plot is not kept neat and tidy you get one chance then get an eviction notice
