NB - I collected most of my foxglove seeds this year in a brown paper bag (although a lot have already fallen and started to germinate) and sprinkled them along various footpaths around here. I did this last year too and was disappointed that so few of them germinated although some of the natural conditions were quite hostile. I've also transplanted surplus wild primrose seedlings from our garden on the edge of a nearby footpath.

One problem is that our local District Council turn up every so often with their "slash and burn" clearance policies and cut back things just as they're flowering or about to go to seed but I guess they have an ongoing maintenance programme which would be upset if boxes weren't ticked in the right order, even if it means hedges are destroyed at nesting time, or cut back just as all the berries are ripening for winter food for birds.
