Hi Barney,
The largest users of Razor Wire are the government themselves and they use it for the same reason as you or I would but somehow it is legal for them but illegal for us and everybody else.
As regards to barbed wire used in farming it is used to keep stock in and not out so the legal argument comes down to the intentions for use.
It used to be the norm in cities to have a wall topped by broken glass and broken bottles set spike uppermost in cement to prevent unwanted invaders!
The joke about the burglar when caught in a mans house who asked the man to put his cigarette out and the man said "this is my house and I'll do what I want" and the burglar said "but you are smoking in my place of work!" It seems the joke may soon become a reality!
