Water companies..... grrrr

Hi my new loo has dual flush, but the cistern isn't very big to start with, and one flush will not get rid of paper and the men of the house still leave a yellow liquid behide AFTER they have flushed, so two or even three flushes are needed....WHERE IS THE SAVING IN THAT?
My thoughts on water shortages are
a) Of course there are leaky pipes as many water pipes were put in a hundred years ago and need replacing.
b) Much investment over the last decade has been put into sewage works (and rightly so) maybe now they can put more effort into pipe renewal.
c) Household consumption has probably increased, I don't know the figures) but with the increase of automatic washing machines and dishwashers, not to mention that we seem to expect a shower or bath DAILY...I can remember as a small child being stripped washed in the sink and the tin bath was only dragged inside on a Sunday night and we all had to use the same water!
d) Water is no longer being trapped in the upland areas during the winter and spring for slow release during the summer. This is because of overgrazing, so that peat and moss layers are thinning or noexistant. Or farmer have put down drainage systems which deliver the rain to lowlands more quickly and causes the increase levels of flooding we have seen over the past two decades.
