Compost bags could carry legionnaires' disease

I thought people caught Legionnaires disease by breathing infected water droplets. How did it enter through a cut? and if it is compost they are blaming, could the link between all the people in the most recent outbreak be that they are gardeners.

I'm sure they've no idea and are just clutching at straws. It is probably present in many things we use and come into contact with if they look hard enough.
