Maybe, and I only say maybe, his pigeon shed should accidentally become unlocked each time he leaves the gates open !

glallotments - could you not get the committee to write to the guy who leaves the allotment gates open saying that there have been so many complaints about his not conforming to the rules that if he offends one more time, he will be evicted from the site.
I guess the one thing that would make him more careful about security is if somebody came in through the open gate one evening and released all his pigeons !
