What,s damaging my pepper leaves?

My plants have been growing on my lounge window sill and have never been outside yet the leaves either appear to being being eaten around the edges by something or have holes appearing in them.
A close inspection has revealed no signs of any pest so what's causing this and what can I do to prevent the problem getting worse?
