In a multi-storey former car park.

If you fill the top storey with photo-voltaic panels you might be able to power the LEDs.
How about this for a kitchen garden?

Wow! That is amazing & makes local truly local! Expensive enterprise to start I suspect but the big growing guys will have clocked it, but quite a few car parks are not suitable for the wider vehicles which seem to be the norm currently! (Says me having to guide a colleague with a wide car up a 70's concrete car park to the 3rd floor)! So much better than knocking it down & building another high rise!
