I have now found our rules, the relevant one is
4) Tenant Obligations (a) To keep the whole allotment garden, including all pathways and storage areas, clean and in a good state of cultivation and fertility and in good condition.
Nothing is foolproof to a sufficiently talented fool.

Thanks to everyone who gave input on this one. Some of your allotment rules came in very handy in helping to solve this.

As posted on another thread the plot holder that was the subject of this thread has given up tenancy.

At least travelling under the guise of the Pa Snip Enterprise gives me an excuse for appearing to be on another planet
