land drains

Hi All,
we self manage our site with a elected committee on behalf of the local parish Council.
At the moment we have a significant problem with a collapsed land drain flooding several plots. From my understanding the Council put the land drains in when the site was earmarked for allotments.
Does anybody know who is responsible for the land drains!!.
