Hi,
Can rhubarb be constantly harvested trhoughout the year, or will leaves not grow back until the new season?

Short answer: No. Rhubarb stalks become inedible, then die down for the winter.

Also you need to allow the plant some leaves plus time without any picking to get some energy into the root tor next season.
Do not put off thanking people when they have helped you, as they may not be there to thank later.
