I have 3 Photinia x fraseri Red select shrub which are looking poorly.

Anything I can do to give them a boost?

Looks like weather rather than disease to me, I think you'll just have to hope they grow away when Spring breaks through; feed, water and mulch might help when they do start.

Could this be due to severe frost damage or did the brown leaves start appearing last autumn before winter arrived?
I’d be tempted to wait and see if new shoots successfully arrive and flourish. If they do, you can always trim off some of the more unslightly dead leaves later. Some of them may drop off of their own accord in due course. I’d give them some general purpose fertiliserand wait while to see what happens before writing them off.

All was ok until we had the cold weather, so frost damage seems about right.
