I tried florence fennel last year from seed and they didnt do too well - probably poor watering and did not swell.
However, several plants survived the winter and are looking quite healthy.
Are they worth persevering with or should I use the space for something else?

Use them soon - they will run to seed quite soon.

an alternative would be to let them set seed and the seedlings will pop up next year at the natural time, or save the seed fresh for next year.
