Apple tree

Hi there, I'm after some advice, my apple tree snapped during last winter. I left the remaining portion in situ, and it has now sprouted (all above the graft).
My question is how do I prune it to keep it small, but still give fruit? It has not fruited before, it was rather gangly with leaves only at the ends of bare branches.

The same happened to one of my young bushes about 2 years ago for some strange reason the main stem broke off around 8 inches above the graft I moved it and put it against the boundary fence we’re the original plots ended before the council extended the allotment I made a cordon out of it which was not hard as it only had one shoot growing ,this year it has 2 apples on it and at present a couple of branches that need tying back

Looks like a prime candidate for a cordon to me too!
