I've just found some old Phostrogen in the back of the garage which has gone a bit lumpy presumably due to damp. I can break it up but will it still be safe to use ?

I'd use it myself.

Like Peter I would try and use it. I suspect even the lumps would be soluble given a good stirring.

I would do a test on one plant first just to make sure it does no harm, although I suspect the strength of it will have decreased rather than become more potent.

I would put it straight onto the soil around the plants you want to feed

Like PaSnip suggest, I would just try it on one or two plants. Chemicals do deteriorate or change over time, especially so in not so ideal conditions, so I would not take the risk .......
