Audley End House, English Heritage have restored their walled vegetable garden, though its just up the road I have not managed a visit yet, but those who I know have are impressed. Chantal has hit the nail on the head. That is the full and correct answer to why this good idea is actually not very practical. Now neighbours co-operating on a seed order is a different thing, especially when you get 500 Curly Kale seeds to a packet. BTW Chantal probably hit the nail at a sideways ...

NOG, our Council Landlord specifically bans hosepipes on it's sites in the tenancy agreements. They are metered by site and provide horsetroughs for us to bucket or can around. Piglet is the phrase you were looking for "Peas off"?

I do think JohnBoys points on best use of space are still valid though.

Its a bit like the trays they pack eggs on, where the tops of the eggs on the bottom fit in the gaps of the next tray up.
