Usually this is due to the fuel/air mixture being wrong. Can be the choke, either it needs more, or less, for a while after starting. Or it can be some dirt in a jet, partially blocking it. I have used US made Merry Tillers with both the GX160 engine and the B & S Intec 800 engines and they are OK, but the extra weight makes them less manouverable. That 3hp side valve was one of the lightest for it's power that you could get. The 5hp side valve Majors too are just that bit heavier....

The engine is a 3hp, 8 cubic inch unit. What is the problem with it? Although modern replacements fit, there is often something like the belt guard or throttle cable that doesn't quite fit with a new engine. If you do go for new, it will need the 3/4" dia keyed crankshaft so the pulley will fit.

Wolseley recommended SAE40 oil for the chaincase and SAE30 for the engine. I have been using SAE 20/50 multigrade in both, for years. MacKissic, who now make Merry Tillers, recommend 00 grade grease in the chaincase, which is almost identical to the one on the early Major. This isn't grease though, ...

Here are a couple of parts drawings from the Qualcast B66 rotavator parts book, this used the same A114 engine and DelOrto carburettor, note that there is a hair-pin spring (item 13) on the throttle butterfly.

No, I think what you have is what is left of a reverse accessory. When the friction disc gets worn it doesn't engage properly and is ireplacable so the previous owner may have removed the arm etc. Also the belts are no longer available under the part number EC.0517A1 so you need to take the old belt...
