I have a bin of compost that has been left for around 3years, I looked at it yesterday and it has gone very very mulchy and quite wet, before I use it should I add anything to it? It smells very strong. Any ideas please.

Can anyone give me advice,I went to the plot yesterday and one of the beds is partly under water, is it to late in the season to add a dressing of leaves, any advise please.
