elephant garlic bulbils

I dug up my elephant garlic yesterday, each one had several weeny cloves or bulbils attached at the base of the roots. Do I just plant these, willthey take 2 years to produce bulbs?

I've found these on elephant garlic for years. I've been told you can plant them and they will eventually evolve into something edible, but I've never made an effort to try. Those that have been left in the ground have thrown up a slim shoot but not developed a bulb or even a decent clove.
