Damage to plum tree

We planted a Czar plum about four years ago - it is meant to be a bush, but actually seems a bit too tall and vigorous. Never mind. Each year the blossom gets attacked, and last year the few immature fruit that set were subsequently eaten. We got nothing! We suspect pigeons are to blame because a few twigs get damaged, as if they have been sat on by a heavy bird. This year we've attempted to net the tree, but it is difficult to cover it all; I'm also concerned about potential damage to twigs etc when the net comes off at a later date. Also, I've hung some old CDs from some branches. Have I done the right thing? And what other solutions are there, short of a shotgun?
