Usually this is due to the fuel/air mixture being wrong. Can be the choke, either it needs more, or less, for a while after starting. Or it can be some dirt in a jet, partially blocking it. If it runs better on part choke once warm, it will be dirt. When I had a Suffolk with adjustable jets, I sometimes used to unscrew the main jet adjuster a bit until the "hunting" stopped. Cheating, as I should have cleaned the carb out instead.
